Any organisation can use GS1-128 symbols to scan in and scan out the products they are trading without being a member of a GS1 Member Organisation, but if you want to create GS1-128 symbols to identify your products, or logistic units, or any other entity, you must join a GS1 Member Organisation to obtain your globally unique numbers to use.
